I have two theories.

1) It is a rbm, but he figured out how to use a proxy to make it look like he's in another country.

i'm starting to go with number 2.

i've actually thought it was an rbm who was using a proxy in the past to look like he was from somewhere else. he's admitted to using proxies in other threads, so it wouldn't be that far of a stretch.
