Because there are many Mods, who have many moods, not all of them good (both the moods and the Mods). I've been banned for a silly remark in a thread that was clearly flamebait to begin with. Yet I see worse things in much more ridiculous threads ignored.

They actually just spin a big wheel. They used to use a dart board but there are too many members now.
