Bandwith limiting

I have a dlink DL-624 and a Linksys 4 port router (I foget router name) and a friend coming to stay with me for the weekend, for some reason he has a problem with wanting to "max" out my 3Mb cable connection is there a hack firmware or something that I can install on my router so I can limit the speed he can download stuff so I can actually use my connection?

Any information would be apprecaited thanks.

The linksys router is a BEFSR41
 
I know but he doesn't seem to listen, its like "well just let this finish and ill turn it down" or "let it finish, im on dial up back at home". So its easier just to "limit" the speed without him knowing. When I was at home (im at college now) i did this to a certian extent with Smoothwall but I do not have the stuff here.
