Bandwitdth limiting router?

Do any of these low-cost broadband routers have bandwidth limitations to them, either per port on on the WAN port? We want to give our neighbor cheap access to our T1 line, but want to cap his bandwidth. Can this be done quickly and without expensive equipment?
 
i haven't seen one yet
your best bet is to set up a linux router
it it possible to limit bandwith that way
i think you'd need 3 NICs
1 for T1
1 for your network
1 for neighbor
but any old pc would work (486 or slow pentium)
there is a single floppy bootable linux out there meant for firewalls
i don't know if you can also do the bandwith allocation with it or not

I was contemplating the Linux route, but the hardware, time involved researching and setting up would make it strictly as a last resort...
 
Unfortunately, a grand isn't the budget for this type of operation. This is a quick-and-dirty way to get a neighbor access to our T1 via ethernet...
