bandwidth share & firewall problem

I'm sharing my connection with my brother using ICS, and my PC acts as the server. Both PC's running winXP pro. The problem is that it seems that my brother PC is sucking more bandwidth than mine; such as on download/upload speed and lag on online games.
Is there any way to prevent this?
should I keep using ICS, or change to other software like winroute or maybe you have suggestions?

second thing is, if I install ZoneAlarm on my PC my bro can't connect to the internet even if he is already added to the Trusted Zone. Help pls.

ADSL.. and it's also happened on dialup
does it matter? sorry.. i'm not really good on networking stuff
and i'm not using any router/switch.. just a direct connect using crossover cable

Getting an entry level router will be cheaper than buying winroute software.
