Bandwidth per user...

I am setting up a CS server on a cable line that will be set at 386/386.
How do I determine how much avaliable bandwidth I need for each user?
Or in other words how many players can I support at once?
How much memory should I use and what is the most critical factor for seemless lag free
game play?

From what I have seen, Quake games take about 5 KB per user, so you could serve about 10 users on your 384 Kbit line.
 
Using Expensive Professional Hardware, and software can do what you wish to do, regular hobbyist means are beyond such capabilities.
