Bandwidth Limiting & proxy

Just set up a dhcp server for my house. Its a celeron 700 w/ 256 megs of ram. i need some good firewall/proxy software that can limit the bandwidth on some computers and also is a good firewall. I dont care if its two peices of software, i just need it to work well. Im going to be using it in windows 2000. Anybody have any ideas?
 
not sure about a bandwith shaper but winroute Pro is definetly the best windows based router software I have ever tried
