Bandwidth limiting on a network

I have a DSL line shared on 6 PCs. Its usually pretty fast. However, when someone downloads from https:// or ftps:// etc, (my connection is capped at 32KBPS) browsing slows down significantly.

I have a netgear router. Anyways to do this centrally?

Other options include installing net limiter on all PCs and lmiting downloads to 20KBPS on all PCs to avoid slowdown throughout.

Suggestions?
 
Netgear router doesn't have any QoS control, so there's no way you can do it centrally with the current equipment. You'll have to throttle each computer individually. That's a small cup you're already drinking out of, so do get everyone smaller straws!
