Bandwidth by URL

Let's say I have a 1Mbps link to the internet. I want to create a list of "important urls". All urls that are not in the "important urls" list can only use 500kbps while all URLs in the "important urls" list get to use the full 1Mbps. Is this possible? I have looked into equipments and programs such as Squid, Packeteer, Netcache, etc. but they all seem to only allow me to limit bandwidth according to URLs I list and not the other way around.

I want to limit everything except a list of urls.

Any ideas?

I dont. I want to limit the bandwidth of ALL websites EXCEPT those that are really important for my business. Such as B2B and B2C sites.
