bandwidth allocation

i have a 1.5mbps DSL line routed into a wireless network. I want to know if there is any way I can allocate specific bandwidth for users on the network. I want to provide more bandwidth for some users, and minimum to others.
I have a MicorPlus Wireless Router (found in hot deals forum) and the web-based software it came with has no such option... So i was wondering if there's any 3rd party software that can do this.

If you have peer to peer network (The win98/XP type) it can not be done.

All traffic has to go through one source.

One Source Can Be:

Manageable Switch.

Linux Server.

Win2000 Server
