Bandwidth Allocation for a small Network of 4 computers....? WinXP

I understand that WinXP is capable of Bandwidth allocation between users...Is this correct? I'm not talking about Internet sharing but "Bandwidth" allocation...I want to give each of my computers 25% of available bandwidth from my net connection..
