Try downloading the same version you own and see if it will also work. Because, again, it does work for people here on the 4 DVD pack. Just download the DVD with BG2. Then you will know if your media is damaged or not for sure.
 
One, grasping at straws, suggestion...

If you are using a newer DVD drive, do you have an older drive you can hook up and try instead? I've had problems installing older games with newer DVD drives, though admittedly they didn't give that kind of error message.
 
just tried it now, nope no dice. I have no idea what the problem could be specifically, but since the problem was purely relative to me, im a happy camper now.
