Baja upgrade 7Mb to 10Mb = slower speedtests?????

I upgraded from Baja's 7Mb to 10Mb service recently. Average DL speed before upgrading was quite consistently in excess of rated speed (7.2Mb). Since upgrading to the 10Mb tier, I am lucky to reach DL speeds at the old 7Mb speed (on rare occasions), and normally averaging 4+ to 5+ Mb speed. Ive tested dozens of times, various time and days (and over several test servers) and pretty much, the net result is that my 10Mb package is performing much slower than my 7Mb tier was. I'm now paying Baja an extra ten skins a month for extra slow speeds. Awesome!

Baja tech. supp. blames it on network congestion during speedtest but this seems ridiculous to even suggest, considering my numerous speed test results.

Any ideas on what may be underlying this problem? I'm not sure how to proceed with this....
 
Perhaps they screwed up the work order and actually bumped you down to the lower tier? Just a guess though.

I would try a speed test early in the morning and see how that works.
