Are you talking about people who bail people out of jail? They charge an enormous interest rate on the loan they give as bail money.

Are you talking about bounty hunters? They get a certain amount for each fugituve they apprehend.
 
Dog is both I guess, but what about the people who skip out, they aren't going to pay this, so how are they paid on a fugitive? and what is the motivation to catch them?

well obviously the $ they make from the people that don't skip out needs to be more than the money that they would possibly lose from someone that does skip out

but seriously, I don't know...but it would be fun to do that
