What memory are you using?
The board supports 1.8-1.9V

Here is what a reviewer said on Newegg

"Be careful of which memory you buy for this board. Most importantly, the memory should be DDR2, 1.8v-1.9v ONLY, should not have double sided DIMMs with 8 chips per side, they are NOT supported!"

This will be a home buisness machine-stability is crucial.
Im willing to shell out $300 for 2 gigs of memory if it will allow me to reach 3.2GHz stable. If not Ill stay at stock speed

What do you suggest

i use crucial 10th anniversary pc5300 rated stock @ 2.2 volts

board boots up mem at 1.84 volts...

two sticks won't boot at 1.84 but one stick will... then get into bios change voltage to 2.2 and stick in the other stick... no problems at all

I was gonna say I know this board supports 1.80 to 2.80 voltages. So that NE reviewer is typical I dont know what I'm doing reviewer, plust it could be it was the ram he was using may not have been Intel approved for the BX2

Yeah, this is really true. I'm running mine above 2.0 volts and its fine. Booted at default settings as well no problem.
