bought an "assortment" of RX 6600 cards, ended up with three XFX ones, among others.

Using a PowerColor Fighter as the first card, and the XFX as the second, in both an ASRock H510 BTC PRO+, as well as a Biostar B360 BTC D, having issues with the second card. (haven't tried any more unopened ones.)

On the ASRock board, second video card wouldn't show up in device manager.

One the Biostar board, it's recognized in device manager, but trying to access Radeon Settings, or re-installing the driver, brings up a radeon bug-report dialog. Sometimes the device manager entry shows an error.

Win10, 1000W Gold EVGA Supernova modular PSU.

At first, I thought that I was having the typical problem with the ASRock board (can only use first slot), but now I'm starting to think that I do have a bad card after all.

Well, I discovered a BIOS switch, so I flipped it. Now card is working, but I lost the "zero-RPM" fan feature, apparently.

Maybe the default BIOS got corrupted.

Don't overclock XFX cards ever. It may pull power through the PCIe slot, more than the slot can provide and then you will curse yourself.

That's a good guess. I would reflash the one giving you trouble.
