Bad video card?

I built my dad's computer with a nice set of hardware:

Intel Mobo
P4 560
BFG 6800GTOC
1GB RAM
Antec NeoPower 480

Ever since I put it together, I've been having weird video errors. When the system booted up, at the BIOS logo screen and even in the BIOS, there would be what seemed to be small flickering verticle lines at certain areas of the screen. In Windows, there seemed to be certain spots with horizontal lines. And the weird thing would be that if you dragged a window in a certain spot or when Firefox is maximized, the screen would flicker a bit. Not a constant flicker, more like a "shudder." I tried the monitor on a different PC and did not get that problem. I can't remember if I tried a different monitor on the video card or not. Also, the system would randomly reboot itself and come back with a "Windows just recovered from a fatal error" message. Because this would happen at seemingly random times, from playing a game to browsing the web, I don't think it has to do with heat.

A few months have past since I put it together, and the other day the power went out. We do have really good battery backups on the systems, so it shouldn't have caused anything major. Now we are not getting any video what so ever. I tried two different monitors to see if that was it, but neither monitor works. The computer boots up into Windows. I always thought that if the video card was bad, the BIOS would detect it and wouldn't go any further? Anyhow, I was planning on taking the card out and taking a look to see if I can see anything physically wrong with it...I've had a video card go bad on me in the past, and I could see that the caps were raised and looked ready to burst, and there were other physical signs of malfunction. Does anyone have any opinions or ideas on this? Thanks.

I would say either a bad video card or a faulty power supply. Swap and mess around to see what you can pin point.

does your dad play game ??? like COD 2 , HL2 , FARCRY ... if not that 6800GTOC is a waste ...

if your dad does basic computer task like : execl , word , powerpoint , surf internet , watch video , listen to music then i would have made him a computer like this

Intel P4 2.8Ghz
1GB DDR 400
any cheap case with 400W +
Intel 775 Integrated graphic card

Just curious. After the power failure, how did you know that the pc booted into windows when both monitors tried did not work?

My dad plays DoD and now DoD Source. I got him hooked years ago. I know that the PC booted into Windows by watching the hard drive activity. I then clicked all over the screen till it loaded a Windows profile, we heard the Windows "welcome" sound, then was able to shut down (Windows Key - U - U)

Just a quick update here. We received a replacement video card and it booted up just fine. The flickering that was originally there is now gone, which leads me to believe the card was defective in the first place. After my dad made a call to BFG and sent the defective card out that day (Tuesday), he received a replacement a whopping *TWO DAYS LATER*. Huge thumbs up to BFG Tech; I have never been so impressed by a company's support.
