Bad time for terror attack?

I was just thinking, now would be a bad time if terrorists mount an attack on the USA. US resources seem to be stretched thin, and oil is already an issue. Does the absence of a terror attack during Katrina's aftermath indicate that the terror threat has diminished greatly?

Sorry if it's a repost. Haven't read through the thousands of Katrina posts.

Last week showed how slow the USA is to respond to a problem situation and how many resources are not available because they are tied up in other parts of the the country. I'm sure other parts of the world have taken notice of this as well.

I'm actually sure somewhere people are devising ways to attack us. But resources and whatnot are not always available. So, I'm sure there are people plotting. The likelyhood of an attack happening isn't probably that great.

The notion that our resources are streched thin is laughable at best. Part of the problem is that we didn't realize how badly Katrina had turned out until it was too late. Sure we have 150,000 troops in Iraq, but do you guys realize how large our military/reserves really are. In addition, although Katrina will cost several tens of billions of dollars, compared to GDP it is miniscule. As far as oil, we have hundreds of millions of barrels in the strategic reserve just for that purpose. A terror attack now would not be appreciably more effective right now than at any other time.

And yet look at the effect that Katrina has exerted. A terror attack would panic the public and harm the economy more than usual.

The estimated cost of toxic waste removal exceeds the GDP according to the EPA.
