bad sound on new motherboard

I have a really bad noise problem coming from a Gigabyte motherboard, a GA-7N400-L

I think it's coming from the final stage amplifier, because if I turn wave volume all the way up and Main volume almost to zero, it's not as noticeable as when main volume is all the way up and wave volume is down.

I got the board from newegg, should I send it back for a replacement?

It's also only audible on the Right channel, FWIW.

I'm positive it's not the speakers, (I'm acutally using a $100 USD pair of headphones plugged into the line out jack.)

Also, It seems to be much worse when there is something moving on the screen, even just the mouse pointer, and absolutely terrible when playing DVD's or games.

for the record, I enabled the viewing of all playback channels, and found a "TV Tuner Input" and when I muted that the noise was gone.
