Bad sectors = no install?

I was given a laptop. It's not too old...Vista, Dual-core, 4 GB ram, 250 GB hdd.
When I got it & tried to boot up, I got the BSOD. I decided to install a fresh copy of Windows 7. It wouldn't install. It just kept giving me an 0x800700 (?) error. I tried a copy of Vista...same thing. I tried a copy of XP...it stuck at 1% complete formatting. I then tried a copy of Ubuntu Live CD. Upon booting to the desktop, it immediately informed me I had one or more disks failing. When I checked for more info, it stated the hard drive had 144 bad sectors.
Would that many bad sectors keep an OS from loading/installing?

if you are showing 144 bad sectors that means that every single spare has been used up already, so you have many more.
and yes, bad sectors WOULD prevent you from installing windows. Also if it tells you the drive is failing then it is failing. You should back up all valuable data on it ASAP and replace it. Throw old drive in trash.
 
I guess now I need to decide what brand to put in there.
I'm torn between a Samsung M7E (single 320GB platter) & a WD 320GB.
