Bad program installs in windows XP

My gaming machine has been trouble starting up, forcing me to go through lengthy proceedures for it to work. I already know what the problem is but I don't know what the solution is. I had some HP printer drivers installed for this machine and apparently they went bad, I check in device manager and I can see the one culprit driver still there with and ! sign by it. I try to uninstall it manually but I get a message saying "Windows could not load the installer for Dot4USB HPH09. Contact your..." I already used the program uninstaller which removed the rest of the drivers but this one. When I press OK to the window, another comes up saying "Failed to uninstall the device. The device may be required to boot up the computer." Any ideas on how I can get rid of this driver? Same problem under safe mode...

Also I had norton system works installed in this system but it went sour so I tried to uninstall it but there are some left over fragments I want to get rid of. Any ideas/programs to remove bad program installs?
