Bad problems with programs unable to get on the internet

This is a Work Computer running Windows 2000

Sorry. Wish I could think of a better title, but I'm really confused as to what is causing this problem. Basically, most programs that try to access the internet on this system are unable to. Napster won't work, neither will MSN Messenger, Norton Live Update, or email clients like thunderbird and outlook, they all just wait.... and wait... for an internet connection, then return back an error as if I wasn't even on the internet. As far as I can tell, everything that runs over port 80 works fine... web browsing & AIM. I'll stream TV from home over random ports for viewing in WMP and that works fine. I can also VNC which isn't using port 80, so I'm not sure if it really is a port problem. I know that even though this is a work computer, the company didn't block them because they work on every other system here and I'm working with the owner trying to figure out the problem and we're looking for a solution short of reformating.

Can you guys think of anywhere to look for blocked ports, services, anything that effects which programs can get on the internet? I've looked through all the network connection properties and haven't come across anything out of the ordinary. There are no firewalls on this system and the more I think about it, it sounds more like programs not having access, versus certain ports not having access.

Any ideas?
