Bad power supply?

About 3 months or so ago when I shut down my PC, you can hear the hard-drives shut down, and all of that, but the fans keep running. The PSU fan, the fan in the back of the case, the fan on the CPU and even the fan on my ATI AGP graphics card. I don't get power anywhere else it seems (DVD drive wont open, no power to USB drives) just the fans keep running.

I have to flip the switch in the back of the box to cut all power and then the fans stop (If I flip the switch back on, they start up again) My only guess is that there's something wrong with the PSU and it needs to be replaced. Any guesses? Anyone hear of this before?

Actually thats a motherboard problem not the PSU. When you tell windows to shut down it does what it needs to do then tells the mothebroard its time to turn off. So the motherboard gets threw most of its duties but then forgets to tell the PSU to kill the power. It happens all the time on my DFI motherboard. In my case its a common problem with the board. Realy its just an inconvinence and won't harm the system at all. Replace the board if it seams like something you don't want to deal with. But if you can live with it there is no need to spend the money on a new board.
