bad power supply??

for the past few months my nightmarish pc has been acting very strange. having "stacker errors" while booting, doing the crash and burn kind of stuff etc. i am running xp pro, an xp2100+ cpu, abit board and a gig of ram. my case and power supply are from the stone age. i installed the hardware monitor for my mb the other day. the 12v line is reading 11.44 volts at idle. a friend at work has said this is the problem, but am looking for a second/third opinion....

No its normal for the voltage to be a little bit under. Not very sure what a stacker error is...but I believe it refers to compressed HD (I could be wrong on that)
 
Might have to disable the video ram cache, system bios cache stuff on the bios and if that don't work. u still have to test the ram one pc at a time.
