Bad power supply?

My computer has been acting up and now today it will not boot up right with certain things hooked up. For instance my dvd burner was hanging my system up when I would try to open a disc to view files. I unhooked it and my pc is running fine now, it was booting up very slowly and then not at all with it hooked up before.
