bad performance out of a visiontek geforce2 mx400

i'm running win2k with my new visiontek gf2 mx400 and the performance is extremely bad. i don't just mean low fps, i mean i can actually watch it draw boxes in the bios setup utility character by character. needless to say, this gives me bad 3d performance also. i'm thinking something is physically wrong with the card, but if anyone has had this problem before could they please tell me how they fixed it. that would save me a drive to best buy. btw, i have a asus a7v133 with a athlon 1200 266. i also just got the latest bios update from asus
