bad PCI-E problem, is my PSU to blame?

I put together a new rig last night, but used my current 420w Thermaltake PSU (18A on 12v).

No matter what I've tried, my PCI-E bus ("link width") stays at x1, out of max of x16.

system is:

Gigabyte P35-DS3L mobo
intel e6750 C2D at stock 2.66
BFG 8800GT at stock
2gb pc6400 GSkill at 800mhz

I've tried voltage adjustments, reinstalling chipset drivers, flashing the bios, locking the PCI-E clock at 101, and so forth. Nothing has worked, and my 3dmark scores are about 1/3 of where they should be. (4200/11,000)

I'm very dismayed, but if it's something that a higher power PSU can fix, I have that on the way.

1) Try resetting the BIOS using the jumper.

2) Did you install chipset drivers?

I tried everything last night, and couldn't get this to go to 16x. I finally gave up, powered down, and went to bed. I woke up this morning, and it magically went to 16x. One of the things I found while googling for answers was to "shut down and leave the PSU off for a while".

I really think the underpowered PSU might be to blame, but it's working now anyway. I've got a new 650w PSU on the way, and I'm hoping that stabilizes things.

Zap, resetting the BIOS jumper and re-installing chipset drivers were among the many things I'd tried last night, to no avail.
