bad network connection in win XP

So here is the problem: when I boot up, I am automatically assigned an IP address, and have internet access. About 15 seconds later, i get disconnected. running IPConfig i see an Autoconfiguration IP Address of 169.254.*.* . 15 seconds later again i get reassigned the IP address i originally had, and everything is fine. almost. certain applications (pc-cillin, ut2k4) that used to have internet access fine can no longer get any access whatsoever. these problems began when i installed a cisco VPN client (recommended by my school) that didnt even work anyway. i instead used windows default vpn client and that worked fine. i have since removed both the cisco client as well as the windows connection but i still cant seem to fix this problem. i have re-setup the default connection multiple times as well. i cannot find what is the source of this problem. i have a feeling that if the ipconfig at bootup didnt screw up and then look again things would be working (not directly because of that, but because the problem is somehow related to it having to do that).

i am connected to a college network with no firewall, if that helps.

any ideas... maybe..?
