Bad Motherboard?

Okay, so my friend has an older gateway with some form of a 775 mATX motherboard, with DDR and a PCI-e slot, anyways, it randomly won't power up now, I replaced his PSU with a known working one, and tried jumping the power pins on the motherboard, and tried different RAM, what could the problem be? I'm thinking Motherboard or the pins where power button connects.

He said the power button worked shitty before, like you had to hold it in to get it to start, and booted poorly...
