Bad Karma kx133?

I upgraded my athlon 751 chipset to an Epox 7kxa to solve a problem with a finiky geoforce card. I practically slapped everything into it and she's never given me a problem. My son and a friend both liked the system and both wanted me to build them one. My son's went together , no problems(even though I went with a cheaper brand of a kx133 chipset). My buddy didn't have as much luck(lock ups with geoforce card when 3d acceleration was called for). After cross swapping parts among the 3 systems(vid cards, power supplies, ram, processors)making sure all bios matched,and contacting FAQ's,forums, and technical support from vendors, we came to the conclusion that the agp was being supplied improper voltage. I replacement Mobo was ordered(from a different vendor)and wouldn't ya know it, this one has the same problems. Via motherboard hardware program keeps flashing "2.5v too low", it's pinned at 0.13. the 3.3v is at 3.2. What gives? Am I forgetting something? is my friend cursed(the day he brought home his Hewlit Packard, the cd rom died, got a replacement and the harddrive crapped out, got rid of that for an athlon system, and had been plagued with reboot problems)? Any suggestions? Any voodoo witch doctors?
