Bad IDE Controller?

I have a Shuttle FV25 motherboard that I'm rebuilding.

In the bios setup screen the description for the type of Hard Drive on the secondary IDE channel looks like random ascii characters. If I put the drive on the primary channel the bios setup recognizes the correct name.

When the computer is booting, the correct name for the hard drive shows up.
It shows up in Windows 2000 device manager, but it does not work in windows.

Is my Secondary IDE controller failing?

I tried a DVD Drive and a hard drive. Both had the same random ascii characters. When I put the drives on the primary channel they worked.
