Do you have the latest BIOS and chipset drivers for your system?
Any background programs running?

I have the default bios that came with my mobo, and Im using the nforce 3.2 drivers for my chipset. I also do not have any other programs running in the background. A few days ago I took out my old geforce3 and put in the x800. I ran driver cleaner and everything seemed fine. Also, I have reinstalled the 4.9 drivers a couple times and the new CCC does not work. I get an error every time i load it up. Does this mean that my drivers are all fuxored up?

What does smartgart say your agp spped is?

Does it pass the DXDIAG display tests for AGP textures?

The nForce 3.2 drivers are old, the newest ones are 4.27, so this might be your problem, download the latest drivers from nvidia.com.
And the message you're getting after installing the CCC is due to not having the .Net Framework installed, you can download that from Windows Update, and if you uninstall the CCC the old CP will replace it and your drivers will be fine.
And don't forget to check your SMARTGART and V-sync settings as others mentioned before.
Dman, I don't think it is possible to run an Athlon 64 at 200Mhz!
