Bad frame rates all of a sudden

I have an 1800+ Tbred with an xfx GeForce4 Ti 4200 64MB Card. The last few days my computer has been lagging in UT for some reason. I have a K7S5A and 128MB SDRAM (was 256 until today but switched 128 to another comp). Now in UT/Tactical ops It gets up to 85fps (vsync) but somtimes lags like its tryin to keep up, ilke down to 17fps. Do you think this is a memory issue? It certainly got worse when i took away 128MB RAM. Im running a 2 day old instlal of 2k.
