Bad cpu vs bad mobo

I had a friend ask me to take a look at her PC, which will no longer boot. It's a premade system (Sony Vaio RS610), P4 2.8GHz.

The pc will power up, and all the fans spin up, but that is all. No error beeps, no POST, no display. I have reseated everything possible, including the cpu and memory, and removed all non-necessary cards. I have tried a different PSU. I pulled the CMOS battery. Nothing changes, regardless of anything I do to the system.

So, pretty much has to be either the cpu or the mobo, but I have no idea which. I have no P4 hardware lying around to test. Is there any way of determining which part might be the problem?
