Bad color on TV monitor

I recently reformatted my computer and am currently setting things back to the way I had them prior. I have video out from my ATI Radeon 9700 to my TV with S-video. I through DVDs or mpegs up on the monitor because it is bigger and sharper for poor quality things. Everything use to work fine, but now the color is all skewed. It's moderately discolored over all and where is is white, you see all the RGB colors. It was fine before I reformatted, I didn't chang colors on the TV, and I played with a bunch of the settings in the display panel. Any advice would be very helpful, thanks.
