Backing up files on messed up Powerbook G4

My Powerbook G4 no longer lets me log in, I keep getting the "Please restart your computer" screen. I'm guessing my files are still okay, just the OS is messed up? My plan is to disassemble it, take out the laptop hard drive and using a laptop hard drive enclosure backup my files using my PC. But is this possible? Is it possible to access Mac files through a Windows OS? I really don't want to pay $300 to the tech guy to get this fixed.

I think that you can use a hard drive enclosure, but I don't think that Windows will be able to read Mac files because the file system that Mac uses is HFS+. However, you can use another Mac to read your file. Also, I heard that there's something called target mode in Mac. You don't take out the hard drive. Just boot up the computer while press and hold the T button on the keyboard. Then connect your Mac to another Mac using a firewire cable. Your Mac hard drive should come up as another hard drive on the other Mac. Good Luck.
