I have 72 running at the moment. 28% of my memory being used when im not doing anything. Is that normal?

28% is not bad. Use your startup manager in msconfig to remove any unwanted startup programs. Removing them in task manager is just temporary.
 
Unused memory is wasted memory. Windows' superfetch (prefetcher in XP) preloads some software to increase performance by decreasing application load times.

Like Matt1970 said, get rid of any unwanted startup programs. Then, uninstall any bloatware you don't use. Once you've done this, it isn't worth worrying about anymore unless you start to have noticeable performance problems.
