Back-Up Utility for Outlook Express/Favorites/Etc?

A while ago someone mentioned a great program that backed up all Outlook Express e-mails/settings, Internet Explorer Favorites as we as some other information into an .EXE file. Then once you reformatted, you could just run this .EXE file and it would restore everything.

I can't remember the name of this program. Does anybody know what I'm talking about, or a similar program? Thanks in advance.
