well, considering how nobody here can pay for this "service" anymore, they have ultimate say, and I agree with them.

Yeah no warning, no nothing, not even an email saying I was banned....I had to fire an email off to the moderator to see why the hell my account was locked.

PM's aren't actively monitored. However, if you say "PM me for the Paris Hilton video" you're bound to get in trouble.
