AXP2100 changes mhz on restart

This is a new build, 48hrs. Very stable no locks or crashes, bsds.
Leadtek K7ncr18-d Pro
WinXP Pro
XP2100
300w PSU Qmax
165w combined load

Seagate 40g HDD
Crucial 2100 ddr 384mb
Geforce4 ti4200 64mb
2 case fans (side and top)

Temps: CPU 43deg C
Sys 35deg C

PSU: 3.3v= 3.296v
5v = 5.053v

CPU clock 1737mhz
VDDQ=1.472
VMEM=2.463-2.480
Vcore=1.712-1.728
Ratio 13.0

I check the speed using Speed Gear and AMD cpuid and info.
When I shut down completely for 20 sec. or so and re-boot
I get the normal 1737mhz. When I do a warm re-start it changes
to 1100 or so. and the ratio was 11.5... If I remember correctly.
I need to do another reset as I didn't write it down.

The jumper is set at 100/133 and the bios is changed to 133.
No matter what the mhz. is the the cpu is always recognized as
as an XP2100. which it is. The mhz has changed on me in both optimum
and aggressive settings. The system runs stable no matter and I have pushed it pretty hard while gaming for hrs. System runs without a glitch.
I first noticed the speed change when running 3DMark 2001se. I get a score in the 10600+ range when the cpu is at the right setting. I got a
6800 once and started to check the system and sure enough it was changing when I restarted the machine.

Anyway I am guessing it's the power supply?? What do you guys think?

it sounds more like a motherboard issue more than anything
try resetting the bios / cmos

if im not mistaken. but doesnt the proc run of fthe 12v rail?

How about flashing the BIOS, maybe this is a known issue which has been fixed.
