AX37 Plus, USB, and IDE drive -> weird problem

Here's a weird one:

I have a PC with AX37 Plus. The drive configuration is:
PM: LS120
PS: Maxtor 8GB
SM: CD-R/W
SS: DVD-ROM
Nothing on other channels.

It has been working with Win2K for a while.

I tried moving the mouse from PS/2 to USB (on the back panel). If I do that
which Win2K is running, no problem. If I boot with the USB mouse plugged in,
the hard drive is not recognized by BIOS and then doesn't boot!

To add insult, if I try to connect the USB cable and bracket to any of the
on-board USB headers, the same thing happens! This is without anything
connected to the USB socket, just the empty bracket!

Can anyone suggest how to make USB behave normally?
