I tried to upgrade a program, it brought out an error message and wouldn't run, then I tried to unupgrade (including deleting the program and installing the older version) and it wouldn't run properly (some DLLs must've updates). Tech support says it's because my Win95B doesn't have IE 4 or later (just how I like it). What version of IE later than 4 is the best that DOESN'T touch the UI nor even remotely think about installing active desktop?

there isn't a version of IE above 4 that doesn't modify the UI. You could install 5.5 and try to take away the things like active desktop (just turn it off even though it will be installed), and you can turn off all the wacky web folder features and make it look like 95b sans IE, but there is going to be some modification to the UI no matter what version you use above 4.
