Awful desktop video performance

Ok, just got finished assembling a HTPC system, and for some reason desktop video performance is atrocious. When I drag windows around, it's like I'm back in the early 90's with the slow redraw rate. I can't even scroll web pages smoothly up and down. Everything seemed fine until I install the ATI Catalyst Control Center. So I'm guessing that's where the problem started. The system is an AMD X2 4800 with an ATI AIW X800 XT. Any ideas on how to fix this?

uninstall ati catalyst control center ..? and then possibly get latest from ati
 
u know, I thought the problem was that he didn't install the video driver, but then he said he did.

Motherboard drivers might not be installed properly. It's definitely a driver/configuration problem.

My usual advice is to use Driver Cleaner to take out the video and chipset drivers, then reinstall the chipset drivers, then install the latest DirectX, then install the video drivers. This usually ensures that everything correctly recognizes the capabilities of everything else.
