Don't think there's anything illegal about unlocking cell phones, if you want to switch carriers for your DCT4 Nokia (models listed)

How does that work? I might want to get a new cell phone off ebay but will they be locked to a certain provider?
 
They sell locked & unlocked phones on eBay, if you have a specific carrier in mind, buy one ofh their phones or an unlocked one.

I plan on selling mine on fleabay when I do the new contract, seems the unlocked ones go for more $.

The Nokia's are evidently unlockable without a data cable or dongle, makes them easier to unlock.
