Avoiding Stutters?

One of the most annoying and persistant problems I've had with my current computer would be the constant stutters I get in all games regardless of age. Absolutely no 3D game will run smoothly even with updated drivers. Well, it's time to move on to a new computer in about a month, so what should I do to avoid any stuttering whatsoever this time around?

My guess is that buying high quality RAM and a fast video card is the best way to avoid the stutters on the new computer, but of course, I'm not sure. What even causes stuttering in the first place?

what are your specs?

unless you are running something with a 64bit Processor, 2 Gb RAM and a 7800GT, nothing at high settings will run smooth.

Usually that means that either your specs are horrible (ie, you have 256MB of RAM, or a really slow CPU, or something like that), or your motherboard drivers and/or DirectX install are FUBARed. Describing your computer might help.

You should also make sure you don't have the quality settings forced really high in the drivers. At 6xAA/16xAF and max quality textures, most games will run fairly slowly unless you are at a very low res or have a very fast video card.
