Avira avwebgrd.exe want to access user.veloxzone.com.br?

It's avira premium. I ran virus check, it found nothing. Avira updates properly.

Every few minutes, avwebgrd.exe tries to access [IP-number].user.veloxzone.com.br port 3128.

What I find strange was the site [IP-number].user.veloxzone.com.br. Avira is a german company, why would it try to access a brazillian site every few minutes?
