For everyone except pros -- use TMpgenc to do the encoding. It is the best program for this BY FAR unless you want to learn the technical details. Then use Nero to burn the encoded file.

If you really want to get your hands dirty, the next step up from TMPGenc is CCE (CineCraft Encoder). It's unstable, costs about $2200 more, has bugs in audio encoding, gives you complete control over every aspect of the mpeg2 stream (not necessalry always a good thing), but produces the best encodes out there by far IF YOU KNOW WHAT YOU ARE DOING.

DVD2SVCD uses TMPGenc or CCE for the encoding (you can choose whichever you have) plus other programs which are included with it for the sound and creating the SVCD image ready to burn with anything that supports .bin and .cue files. The best thing is that once you start it you can walk away and it will do everything for you (except actually burn the cd). If you don't have a burning program that allows .bin and .cue files you can download Virtual DAEMON which creates a virtual DVD drive which you then mount the image created by DVD2SVCD into and simply use your burners cd copying function.

Although the name is DVD2SVCD, if you pick an avi for the source it switches to AVI2SVCD mode.
