AVI to MPEG (VCD HELP!)

I need a program to convert AVI's to MPEG and chop em in size as well... basically, I wanna make VCD's with the AVI's I have! Any help, I'm sure a lot of you do it on here. I tried searching for "AVI CONVERTER" and such but no luck. Thanks!
 
TMPGEnc will convert and chop AVI's to MPEG. You can find step by step instructions at the link posted above
