Avg. Temp of 900mhz t-bird?

What should the avg. temp of a 900mhz t-bird be if the computer is basically idol? Fahrenheit or Celsius. Mine is 31 celsius and 87 fahrenheit idol. I am new with these bigger processors and am not sure if this is a good temp. On these new slot processors where should the thermal paste be placed on the CPU and should it be a lot or a little? Any help would be appreciated.
