I have the AverTV HD DVR,

When I use it on my second PC, the one it needs to be in, it does this:

In case you don't want to see the above link, it's as if it's trying to play all frames from the last 10 seconds at the same time, and sometimes with green tearing. Note: There is no hardware acceleration option.
It *does* work correctly in my main PC, but it can't stay here.
This happens on both component and HDMI.
My main PC is a 6-core with 16gB, 6950 and Windows 7 64 bit.
The other is dual 245 @ 3.3, 4gB, 9800 GT and vista 64 bit.
The 9800GT is HDCP. For good measure, I also tried a GTS 450 - same problem. It's not the card.
I have tried 3 different nvidia driver versions, with ad river sweep once.
I tried the tuner drivers that came on the CD, and the latest drivers on their site.
Windows vista ran it's updates and still does this. It has java, flash, pdf, .net 4.0, and cpp redist 05, 08, 10.
Running in compatibility mode did not help.
This is a Fresh windows install.
Can anyone help me?
